Governor Laura Kelly today appointed Cheryl Whelan as director of the Office of Administrative Hearings. Whelan is currently an Assistant Attorney General and Director of Open Government Training and Compliance at the Kansas Attorney General’s Office.

“My administration is committed to improving transparency and oversight,” said Kelly. “Cheryl Whelan has broad experience through her military service, legal work and open government training, making her a perfect choice to lead the Office of Administrative Hearings. She has dedicated much of her career to openness in government and serving her country, making her well suited for this new position.”

In the Attorney General’s Office, Whelan has promoted transparency in government through training, education and outreach on the Kansas Open Meetings Act and the Kansas Open Records Act. She simultaneously was employed in the military, most recently serving as the Team Chief for the Fort Leavenworth Team of the 8th Legal Operations Detachment in the Army Reserves Legal Command.
