Governor Laura Kelly today announced that Stephen Durrell will serve as the Executive Director of the Kansas Lottery. Durrell has served as the Chief Counsel and Assisted Attorney General to the Kansas Lottery since 2007.

“Stephen brings decades of experience in business and regulatory environments, particularly in innovative and creative business solutions, which will serve the Kansas Lottery well,” said Governor Kelly. “I look forward to his leadership in this dynamic agency.”

At the Lottery, Durrell wrote all rules and regulations with regards to all games sold, drafted and negotiated contracts by the agency, and oversaw day to day legal operations. He was directly involved in negotiation and drafting contracts with potential casino managers under the Kansas Expanded Lottery Act, ensuring a multi-million/billion dollar revenue stream to the State of Kansas.

“As a life-long Kansan with an expansive career in the gaming area, I’m honored to lead the Kansas Lottery at this exciting time,” said Durrell. “We’ve made significant progress in this agency in the past years and I look forward to continuing that growth.”

Previous to working at the Kansas Lottery, Durrell served as the Assistant Attorney General for the Kansas Racing and Gaming Commission. He received his J.D. from Washburn University Law School.
